Monsoon Session Chaos: Lok Sabha and Rajya Sabha Adjourned Amid Opposition Uproar Over Key Issues

On the second day of the Monsoon Session, both Houses of Parliament — Lok Sabha and Rajya Sabha — were adjourned till noon on Tuesday as opposition members continued their protests over multiple issues, including the Pahalgam terror attack and the Election Commission’s Special Intensive Revision (SIR) of electoral rolls in Bihar.

The Lok Sabha was adjourned within minutes of convening, with Speaker Om Birla objecting to the use of placards by opposition MPs in the Well of the House. Despite appeals by Speaker Birla and Union Agriculture Minister Shivraj Singh Chouhan to allow the Question Hour, opposition members did not relent.

The Rajya Sabha faced similar disruptions, forcing its adjournment until noon. Opposition MPs had moved several adjournment motions to bring attention to pressing matters, including the SIR exercise by the Election Commission, which they argue threatens democratic rights — especially of rural and marginalised voters — by excluding Aadhaar and PAN cards from acceptable voter ID documentation.

Congress MP Gaurav Gogoi raised concerns in his notice, saying, “Aadhaar and PAN are essential for government schemes, yet they are invalid for voter verification? This marginalises the poor and elderly.” Congress MPs Manickam Tagore, Ranjeet Ranjan, and Neeraj Dangi echoed similar concerns, while AAP MP Sanjay Singh sought a debate on the constitutional implications of the EC’s move.

Additionally, CPI MP P. Sandosh moved a notice under Rule 267 to discuss the sudden resignation of Vice President Jagdeep Dhankhar, which has raised further political speculation.

While the Rajya Sabha managed to conduct some business later in the day — including passing the Lading Bill 2025 — the Lok Sabha saw repeated disruptions. The government has, however, allocated 16 hours for a discussion on Operation Sindoor, the military response to the Pahalgam attack, and 12 hours for the Income Tax Bill, 2025.

Meanwhile, Dhankhar’s resignation as Vice President on Monday evening continues to dominate political discourse. Citing health concerns, he submitted his resignation to President Droupadi Murmu, though opposition leaders claim there is more to the move than meets the eye.

With tensions running high, Parliament faces an uphill battle to conduct meaningful legislative work as the monsoon session continues.
